Set the oven temperature to 350°F, or 175°C. Follow the directions on the package for cooking the pasta. Reserve the drained liquid.
2. Melt the olive oil in a big pan over medium heat. Toss in the garlic and onion, chopped. The onion should be sautéed until it becomes limp. When the pan is hot, add the lean ground beef. While cooking, split it up into smaller pieces so it cooks evenly. Remove any surplus of fat.
2. In a another dish, mix the milk, condensed mushroom soup, and condensed tomato soup. Blend into a smooth mixture.
3. Combine the cooked pasta and meat with the soup mixture. Add black pepper and salt and mix well. Fill greased casserole dish with mixture. Shredded cheese can be added on top if preferred. For garnish, you may add some parsley and paprika.
